The situation now is that the ministry is set to back down. It has informed its staff that ‘duress declaration’ schools ‘will be subject to some regular reporting on the progress that they are making on implementing national standards.’ No reference was made to a statutory intervention of any kind. But this is typically ambiguous. That is because the only way the ministry can enforce ‘regular reporting’ is with some form of statutory intervention.... more

I rang up a friend and said something’s on. Late on Friday afternoon, I heard what – Aranga a small school near Dargaville had received a phone call informing the principal that on Monday a Limited Statutory Manager (LSM) was going to be appointed.
